The science of human cloning is much tougher.
Opponents of cloning technology argue that all forms of human cloning should be banned because the refinement of research techniques may ultimately help maverick scientists make cloned babies.
"The age of human cloning has apparently arrived; today, cloned blastocysts for research, tomorrow cloned blastocysts for baby making," wrote Dr. Leon R. Kass, chairman of President Bush's Council on Bioethics.
To prevent such human embryo farms, and the other horrors of human cloning that will follow, the Senate must act quickly to pass the Brownback-Weldon cloning ban".
One, backed by the United States, called for a ban on all forms of human cloning.
Dr. Kass urged Congress to pass a ban or moratorium on all forms of human cloning.
In July 2001, the House voted 265 to 162 to ban all forms of human cloning.
There are two types of human cloning, popularly called reproductive and therapeutic.
The House voted last year to outlaw all forms of human cloning.
Those numbers, however, did not appear to deter the proponents of human cloning.
