Lebanese see little prospect for relief from negotiations on the Syrian conflict planned by Russia and the United States for next month, despite official confirmation from Russia on Friday that the Syrian government would take part.
The interventions will be assessed in terms of decisional conflict, planned and actual mode of delivery, anxiety, knowledge, perception of shared decision making and satisfaction with the decision making process.
However, an end-of-conflict plan that emerges from this process will have the staying power of historic resolutions such as 181 and 242.
"These included making UK participation in military action conditional on a satisfactory post-conflict plan … Mr Straw did not do so in January 2003," it says.
And despite concerns about the state of US preparations for war, Blair "did not make agreement on a satisfactory post-conflict plan a condition of UK participation in military action".
But few among the Western countries and their allies anticipated the speed of the demise of the Qaddafi government, and they are now scrambling during the August vacation and the holy month of Ramadan to put together a post-conflict plan for Libya.
And to make all the religious events happen, they have to do what people in any other businesses do: hold meetings, write memorandums, resolve conflicts, plan budgets, meet deadlines, hire and fire people and deal with grumpy bosses.
