Explanatory accounts comprise configurations of context (the contingencies on which programme changes are dependent), mechanism (the changes that are brought about through a programme) and outcomes (programme impacts).
The programme theory will then be refined to reflect mechanisms that are supported by evidence (eg, arrow thickness may be used to reflect the relative strength of the evidence, and dashed connecting lines may indicate hypothesised configurations of context, mechanism and outcome).
