After two arrests for disorderly conduct at council meetings in 2006, and a subsequent conviction, the shooter continued to regularly attend and disrupt council meetings, making "inappropriate noises, heehawing like a donkey" and making "derogatory comments".
The rules should also address concerns in other religions about Christians who seek converts and inspire those faiths to "consider their own codes of conduct," the council said.
A spokeswoman for the European bank declined to comment, but directed a reporter's attention to its code of conduct for council members.
The councillors who were accused of breaching the code of conduct included council leader Jenny Laing and her predecessor Barney Crockett.
Ian Kershaw, conducting the council inquiry, and Peter Clarke, the former counter-terror police officer working for Gove – shared evidence, and Clarke was given full access to council papers.
"I am appalled at the absurdity of the recent council conduct," said the writer of one e-mail message, Lillian Scoyen, a 53-year resident.
"The judgment also confirmed that their conduct in using council resources to achieve party political advantage was disgraceful and that they should be surcharged £26.5m".
That meant that a panel of commissioners in Laval's case, a former provincial minister, a judge and a lawyer will oversee all spending and hiring decisions while letting the city council conduct its affairs as more or less usual.
