"Any money left over goes towards transport services like filling potholes, concessionary travel and road improvement projects.
The LGA says that "almost all of councils' money would have to be spent on explicit statutory responsibilities like social services, waste collection and concessionary travel, meaning that the money available for all other services, such as libraries, road maintenance and leisure facilities would have been cut by 90%".
"Changes in the wider economy - including cuts by central and local government to things like concessionary fare reimbursement levels and the bus service operator's grant, have also taken their toll but despite this we do everything we can to keep fares as low as possible," she added.
This concessionary airmail system was extended to cover the internal mail service of both regions in 1959.

The operator said holders of concessionary or complimentary tickets should retain them for use when the service returns.
When county councils took over the administration of concessionary bus passes in April, Gloucestershire decided to redraw the entire bus service map.
It said: "If the amount of money received per concessionary passenger falls that means that we'll have to look at service levels we currently operate.
