It is a 47-item scale, rated on a 4-point Likert scale (very true (1), very untrue (4)), and derives 5 scales of: care-concern, directive-control, critical-confronting, communication and charisma.
One concern, the directive adds, is that "administrative oversight exerted over contractors is very different from the command and control exerted over military and civilian employees".
A compromise was reached on two-thirds of Parliament's amendments concerning the regulation and on more than half of Parliament's amendments concerning the directive.
