The concept of vulnerable plaque or high-risk plaque originated from data of several studies that analyzed angiograms postthrombolytic therapy or through analysis of serial angiographic data before and after ST-elevation acute myocardial infarction [ 2, 27, 28].
It suggests that some concepts about vulnerable groups (children, mental health, Aboriginal people, disabilities, women, people who are aged) tend to be more associated with four kinds of health documents from Wales [ 53], Scotland [ 44], Australia [ 36] and the USA [ 46] (though no grey line connects the USA document to the Aboriginal concept).
At the same time, critical reflection is needed regarding the ways that the concept of vulnerability and the category of vulnerable groups are used in disaster response initiatives.
