As part of their bilateral trade, North Korea has supplied Iran with missile components, including two shipments since fall 2014, according to anonymous sources in the U.S. government.
The rules are aimed at foreign computer companies, which use air shipments for components that are needed quickly in their home markets.
Last week, General Motors said its French partner, PSA Peugeot Citroën, had suspended shipments of components to the Iran Khodro Industrial Group, an Iranian vehicle maker, to comply with American restraints on Iran trade.
American-made computer chips and other electronic components were involved in the shipments, according to former White House aides, although under Presidential directives against such shipments to South Africa the components could have been barred.
Buyers received instruction in the concepts of quality control; at least one person had special responsibility for vendor quality management; goals were set for the quality of incoming components and materials; and vendors' shipments were carefully monitored.
Assessments by American intelligence agencies say there is no indication that there is any kind of black-market trade in the Iranian-linked roadside bombs, and that shipments of the components are being directed to Shiite militants who have close links to Iran.
