The phrase "completely boiling" is grammatically correct and can be used in written English.
It is used to describe something that is extremely hot and cannot get any hotter. It is often used to describe liquids that are heated to their maximum temperature. Example: "The water was completely boiling by the time I added the pasta to the pot."
