The SCG is conceived as one key strategic way of helping ECDC address its mandate to foster comprehensiveness, coherence and complementarity of action on communicable diseases in Europe.
Since the mandate of the ECDC is to protect human health from communicable diseases through the prevention and control of human disease and to ensure comprehensiveness, coherence and complementarity of action a strategy is proposed here.
"This new approach will help create linkages between the different stakeholders' interventions, encourage synergies and reinforce the complementarity of actions by building on comparative advantages of each," said Younes El Jaouhari, Youth, Childhood and Women's Affairs Director for the Ministry of Youth and Sports.
These included the: commitment of several nursing leaders, complementarity of leadership actions, and strategy of reflection-and-course-correction.
These interactions were between: leadership commitment and benefits; complementarity of leadership actions and both institutionalization and development; and a reflection-and-course-correction strategy and development.
Informants consistently described that the last three factors mentioned above: commitment of leadership, complementarity of leadership actions, and strategy of reflection-and-course-correction, had the greatest positive influences on program sustainability over the long term.
Such an effort will ensure comprehensiveness, coherence and complementarity of public health action in Europe.

Another key positive leadership factor for program sustainability was the complementarity of several leaders' actions across the different departmental levels from the executive to the nursing units.
For example, complementarity creates a bound between actions and usually requires communication for reciprocal continuous adjustment and, hence, also trust enters in the picture.
