"complained he" is a grammatically correct and usable phrase in written English
It is used to indicate that someone has made a complaint or expressed dissatisfaction about something. Example: Despite his efforts, the customer service representative couldn't resolve the issue. "Complained he, 'This is unacceptable. I demand to speak to a manager.'"
