The phrase 'competency over' is not correct English.
It does not make sense when used on its own. You may be thinking of the phrase 'competency over experience', which is used to describe a situation where someone is chosen for a job not because of their experience, but because of their competency on a particular topic or skill. For example: The company chose to focus on competency over experience when hiring for the new role.
The board that oversees the program defines three achievement levels for each test: "basic" denotes partial mastery of a subject; "proficient" represents solid academic performance and a demonstration of competency over challenging subject matter; and "advanced" means superior performance.
Nationally, only 31 percent of fourth- grade public school students are at or above the "proficient" level in reading, a standard defined by the test as "competency over challenging subject matter".
