That seemed to be a message the Northern Alliance was eager to spread today, perhaps to counter reports from United Nations aid workers of massacres, executions, looting and other crimes committed by alliance soldiers as half of Afghanistan fell suddenly into their hands in recent days.
The vice president was deployed to Europe last month to reassure allies that the United States will stay committed to alliances such as NATO, despite President Trump's calls for Europeans to pay more for common defense.
That document, a product of nearly a year of work, commits the alliance to a stronger deterrent against Russia, more efforts on cybersecurity, a strengthening of the alliance's southern strategy and a new training program for Iraq, Tunisia and Libya.
The document also commits the alliance, for the first time, "to the goal of creating the conditions for a world without nuclear weapons," while reconfirming the centrality of nuclear deterrence "as long as there are nuclear weapons in the world".
In addition, NATO will seek to present a united front, stressing Article 5 of the 1949 North Atlantic Treaty, which commits the alliance to aiding any of its members that are attacked.
Anders Fogh Rasmussen said that the Lisbon summit of Nato members that begins on Friday would commit the alliance to train and support Afghan troops battling the Taliban in substantial numbers through to the 2014 deadline for local forces to take over security.
Mr. Trump said he remained committed to the alliance.
It meets our concerns, especially over NATO remaining an alliance committed to collective security".
At the recent Nato summit in Newport, Wales, the alliance committed $4.1bn£2.5bnbn) in annual security support to Afghanistan.
"Are Washington and Seoul truly committed to the alliance?" said Scott Snyder, a Korea expert in Seoul with the Asia Foundation, an American research institute.
