In many high and middle income countries, insurance based models are the main instruments used to ensure financial protection for the entire population, achieved through financial reforms in revenue collection, pooling and purchasing [4].
Now, a body of literature is emerging on institutional design and organizational practice for universal coverage, related to management of the three health-financing functions: collection, pooling and purchasing.
Health care financing has three interrelated functions namely: revenue collection, pooling and purchasing [ 3].
