Jago constructs an epistemic accessibility relation between worlds which is structured by rules of deduction: a world is ruled out as incompatible with the agent's cognitive state when it makes true an impossibility that the agent can recognize as such by applying a limited amount of logical reasoning.
Some exceptions are also made for "impossible attempts", which are divided into legal impossibility, impossibility through ineptitude and physical impossibility.
Criteria for exclusion were inability to speak Dutch or English, severe cognitive impairment, a corrected visual acuity of less than 3/60 for the best eye, impossibility of verbal communication, or wheelchair dependency.

The key idea is that a limited and fallible, but rationally committed cognitive agent is supposed to be able to rule out blatantly impossible scenarios, such as worlds where 1 + 1 = 3 or where Hesperus is not self-identical, even when it is unable to rule out subtle impossibilities, for instance, Fermat's Last Theorem's being false.
