"clutter level" is a correct and usable phrase in written English.
You can use it when referring to the amount of physical items (clutter) present in a particular space or situation. For example, you might say, "The clutter level in my bedroom was so high that I couldn't even see my bed!".
Here, a questionable assumption can be the background clutter level.
