The phrase "climate vulnerable" is correct and usable in written English.
You can use it to refer to communities, populations, geographical areas, etc. that are particularly at risk of the impacts of climate change. For example: "Low-lying coastal communities are particularly climate vulnerable due to the threat of sea level rise."
