ERIC's effort to coordinate between the states to clean up registration rolls is "a great thing and much, much better than other systems," said Phil Keisling, chairman of the National Vote at Home Institute, a Washington, D.C.-based nonprofit that pushes states to adopt vote-by-mail systems.
Together, they would have boosted registration rates, cleaned up the rolls, saved money, and made voting more convenient.
Online voter registration would further clean up the rolls by reducing data entry errors and reliance on illegible forms.
A smaller problem occurred earlier this year in Wisconsin, where according to Reid Magney, a spokesman for the Wisconsin Elections Commission, roughly 2,200 voters went to their precincts in two separate elections and found they had been incorrectly removed from rolls because of a statewide effort to clean up the state's registration database.
In fact, as the Boundary Commissions start their work next spring, individual electoral registration has already cleaned up the voting rolls significantly, getting rid of "ghost voters" and reducing the risk of fraud with new checks on ID.

For election reformers, the highest priority now, in order to clean up the countless roadblocks in the way of voter registration, is universal, automatic voter registration for U.S. citizens 18 and over.
