Since no benefit can be demonstrated for these programs, and since re-analysis of program claims using Eq. 5 may confirm they actually raise rates of recidivism, and in contemplation of the best care of victims it seems that legislatures should either prohibit their further use, or at the least set up sufficient quantitative studies of their efficacy, studies whose design include the use of Eq. 5.
