As New York City's chief accountant, Comptroller William C. Thompson Jr. has issued a flurry of recent audits scolding city agencies for overspending.
"We actually don't have too much weakness yet," said John Tepper Marlin, chief economist for Comptroller Alan G. Hevesi.

As the City's Chief Financial Officer, Comptroller Liu has sharpened the tools of his office to make government more efficient and accountable to the people he serves.
"The comptroller is the chief fiscal officer, the chief investment officer, and chief auditor of the State of New York.
"Geez!" said John C. Liu, the city's comptroller and chief financial officer.
Mr. Loglisci reported directly to Mr. Hevesi and the comptroller's chief of staff, Jack Chartier.
He described his function as part comptroller, part chief financial officer and part hand-holder.
"We were outpacing the national economy for a while there, certainly," said Frank Braconi, chief economist in the comptroller's office.
Three Democrats — Robert Menendez of New Jersey, Jeff Merkley of Oregon and Jack Reed of Rhode Island — expressed doubts about the program to Julie L. Williams, chief counsel at the comptroller's office.
"There is some evidence of the kind of common worry that New York has a weak middle," said Frank Braconi, chief economist in the comptroller's office.
