In a speech in central London to the Demos think tank, Ms Cooper will call for a new national strategy for tackling online fraud, tougher action to tackle online child pornography and an overhaul of parliament's Intelligence and Security Committee, which keeps a check on the work of the intelligence agencies.
"Fiscal reforms and changes to let private firms advance and the state retreat will decide whether this round of reforms can succeed," Xia Bin, an economist at the cabinet think tank Development Research Center and a former central bank adviser, told Reuters.
The four-star general, now a fellow at Stanford University's Hoover Institution think tank and a private consultant, headed the U.S. Central Command from 2003 until 2007, overseeing the Iraq war and military operations across the Middle East.
"They're becoming central planners of the American economy," Matt Stoller, a fellow at the Open Markets Institute think tank whose research has focused on corruption and monopoly, told me.
