In the most recent annual figures covering offenders who were either cautioned or found guilty in court, more than one in four people involved in violence against others, and one in five sex offenders, received cautions, including 19 cautioned for rape.
There were 16 simple cautions issued for rape last year and 552 for sexual assault on males and females, according to figures from the Ministry of Justice.
He said: "There is a place for the police caution, but for rape and sexual assault it's simply wrong".
They have also voiced consternation at the practice of cautions being issued for rape and other serious sexual assaults.
However, both Bedfordshire Police and Hertfordshire confirmed they had cautioned people for rapes of girls younger than 16.
In Suffolk, eight cautions have been issued for rape - three in 2012 alone.
Saatchi accepted a police caution for assault.
A further 11 cautions were given to boys for rape crimes, three of them in 2015-16 forapingng under-13s.
