Data were abstracted for variables under four distinct categories of inquiry: submission specifics, drug characteristics, clinical evidence, and economic evidence.
Table 1 shows each category with the initial number of submissions received after the survey responses were submitted, the number of uncertainties sent to interim prioritisation, the number of participants at interim prioritisation and the number of uncertainties considered at the final prioritisation workshops.
The combination of the Category 2 submissions resulted in even better overall performance than each individual method, indicating the complementarity of the approaches and supporting the potential use of consensus fragmentation results as has been shown earlier for fragmenters [12, 52] and also recently for toxicity modeling using a more sophisticated weighting than that attempted here [53].
The second category of bad data is incomplete submissions, which, again, could be solved by automatically double-checking the application before it is submitted.
Over half of submissions in the malignant disease and immunosuppression category reported ICERs higher than NICE's £30,000 cost-effectiveness threshold (32/56; 57.1%).
CADTH does not typically assess oncologics, which was reflected in the low number of submissions in the malignant disease and immunosuppression disease category.
This outcome may have been skewed by the large number of submissions with higher-than-threshold ICERs in the malignant disease and immunosuppression category, compared with other disease categories where low numbers of submissions were recorded.
A key finding was that a large number of submissions with ICERs higher than the threshold fell into the malignant disease and immunosuppression category; however, submissions in this disease category were not more likely to be accepted than submissions in other disease areas (based on the outputs of the funnel plot and chi-square test).
Acceptance of submissions with higher-than-threshold ICERs varied by HTA agency and was not significantly influenced by disease category.
