The phrase "casing without" is not a complete sentence, but it can be used in written English as part of a sentence. It is often used to describe a situation or action that is happening without a certain type of protective covering or enclosure. Example: The newly installed pipes were at risk of contamination, as they were still in the process of being installed and were therefore casing without proper insulation. In this example, "casing without proper insulation" means that the pipes were not yet enclosed or protected with insulation, leaving them vulnerable to contamination.
