Moreover, rather than create a detached HIV training programme, CDC GAP collaborated with multiple partners to strengthen an existing critical component of the public health capacity-building system that in turn directly assists the MOH and CDC to meet HIV-specific programme goals.
More importantly, this project introduces a package of long-term incentives and establishes an ongoing mechanism for continuous capacity building within existing system.
These efforts highlight the need for more capacity building in health systems in the region.
The consideration of these characteristics can be important in applications for which system capacity, building demand, and/or utility guidelines dictate that the dispatch schedule of the devices varies over time.
These networks have demonstrated their value, judging from formal evaluations (7– 11) and based on networks' own descriptions of joint investigations of priority diseases and other activities that ranged from human and system capacity building to pandemic preparedness and regional support to a member country following a major natural disaster (12– 12).
As a result, all the Partnerships recognize the need and challenge of ensuring that these data are of adequate quality – a priority reflected in the work of building systems and capacity for data quality.
We applied this systems capacity building pyramid to research trainees, specifically PhD candidates.
The importance of capacity building to strengthen health systems is supported by data from a study in South Africa that found that training health information personnel and program managers in data collection, in conjunction with monthly data reviews and data audits, improved the completeness and accuracy of data for monitoring the PMTCT program [ 10].
Project design Prior to 2006, both a report commissioned by the EC and a comprehensive Joint Needs Assessment recommended to steer away from the long term costs of a perpetual short term, project focused approach to health system intervention in Somalia and pay more programmatic attention to broader health system analysis and capacity building.
In view of this multi-dimensional nature of health worker capacity (and performance), the implementation of capacity building interventions in district health systems is complex; improved performance may occur in some settings and not in others.
Consideration of the ability of stakeholders to contribute to the evaluation process was minimal, although some organisations did recognise that capacity building of partners and their systems for conducting or participating in evaluations might be needed [ 13, 19], and some documents provided glossaries, diagrams and checklists to aid understanding and use (Table 4, column 4).
