The challenge is to develop and strengthen existing institutions on the continent, and facilitate their capacities for implementation of SFD programmes.
Participants felt that the achievement of sustainability required changes in relevant values to generate permanent demand for goal-related activities, the development of local capacities for implementation and research, and the ultimate transfer of ownership to the people and communities.
