FoE climate campaigner Guy Shrubsole said: "On the same day that the Environment Agency chief executive said that it's inevitable that Defra's cuts will impact on their ability to deal with flooding, Owen Paterson's bizarre claim that these front-line services will be protected will ring hollow for all those affected by the current flooding.
As part of a multi-agency effort, led by the Government of Sudan alongside agencies such as WFP, WHO, the UN Joint Logistics Centre and many non-governmental organizations, UNICEF has played a significant role in rushing relief to those worst affected by the current flooding, which has hit nine states in the north of Sudan and three in Southern Sudan.
The government formally identified flooding as the greatest climate change related threat to the UK in 2012, a warning amply illustrated by the current floods devastating the north of England.
Insurers this week warned that thousands of homes in the Thames Valley and Somerset Levels, the areas worst-hit by current flooding, could be affected by the loophole.

The work estimates the magnitude and pattern by which the frequency of current flood levels increase with sea level rise across the United States, metrics that are important for developing more resilient coastal settlements, particularly since coastal infrastructure management and flood insurance are often tied to estimates of flood return periods.
The conclusion is that there is considerable potential for improving the reliability of the current flood risk assessments by harvesting the valuable information on past extreme events contained in the historical data sets.
