With the aim of building research experience, skills and confidence of primary health care professionals, the Flinders PHCRED program launched the bursary and writing grant scheme in 2002.
Fellowships, symposia, special courses and programs, lectures, workshops, and bursary employment are offered to undergraduate and graduate students throughout the academic year.
In addition to the bursary and writing grant holders, the PHCRED program supported a small number of research fellows.
For example, students in NP master's programs are offered a generous bursary package by the MSSS to support their studies and professional travel expenses in exchange for a commitment to work at least three years in a location approved by the Ministry.

These in addition to key funding provisions within the AHRRTS program, including for face-to-face supervision meetings and some travel bursaries for rural skills training, were seen as enablers.
The Flinders PHCRED Program operated on a budget of 230,000 AUD per year, which funded on average eight bursaries (total 40,000 AUD), four writing grants (total 2,000 AUD) and one research fellow (30,000 AUD) annually, and included salaries for a small team of four experienced academics (level B-D, totalling about 1.9 FTE), and an administration assistant (0.1 FTE).
