"build a reference" is a phrase that is often used in written English and is correct grammatically.
It is generally used when someone is asking for or suggesting that someone else accumulate references or contact information for people they know who could help them in the future. For example, "I suggest you start building a reference of professionals in your field to help you network and get job opportunities."
