The last bucket is relatively small: The college spends 6percentt of its aid budget on merit aid.
The other concern, with the bureau budget, has merit; it could make it harder for the White House to balance competing priorities.

Put 'em together and it's almost a feature release, which is what these richly thoughtful yet ultra-low-budget films merit.
But a handful devote a significant part of their aid budgets to merit aid, and those, including Davidson College and Oberlin College, also tend to have fewer Pell recipients.
