The key point of the system proposed in this paper is that the values A R (k, m) and ϕ R (k, m) of each frequency band are quantized with a different number of bits B Ak and B Pk, limiting the total number of bits transmitted for each frame.
The bits of each frame are attached with head bits and tail bits to synchronize each frame.
The optimization algorithm is then applied by evaluating the bit budget for each frame to be encoded.
