The document, which has been developed in the last year by the Ministry of Social Welfare, Relief and Resettlement-with technical support from UNICEF and inputs from UN agencies, bilateral development partners, NGOs- was endorsed by the president of Myanmar and officially launched today in Nay Pyi Taw.
In Malawi the MoH has initiated two major national programmes to address HRH, a six-year Emergency Pre-Service Training Plan (SETP) in 2001 and the Emergency Human Resource Programme EHRPP) in 2004, with funding mainly from bilateral development partners and the Global Fund to Fight AIDS, Tuberculosis and Malaria [ 18].
Accepting the possibility of an expanding epidemic, the Government of Pakistan and its bilateral and multilateral development partners have moved quickly, in recent years, to develop the national, provincial and district response to HIV/AIDS.

Health block grants come from the central government's internal revenues and are spent on personnel emoluments, other charges, and a development grant, whereas basket funds are finances that are contributed to the country by several bilateral and multilateral development partners and spent on other charges (24, 25).
The Partnership now brings together governments of countries affected by malaria, their bilateral and multilateral development partners, the private sector, non-governmental and community-based organizations, foundations, and research and academic institutions around the common goal of halving the global burden of malaria by 2010.
Acknowledging the impact of poor coordination in improving outcomes, the International Health Partnership and related initiatives (IHP+) seeks to achieve better health results by harmonizing bilateral donors and other development partners around a single country-led national health 'compact' [ 21].
