Only the District of Columbia would surpass it, the place where our very best public servants toil at low wages for the betterment of the country … until they can cash out and become lobbyists.
And the broader American experience with social betterment suggests that piecemeal reform is, for better or (as I believe) for worse, the American way — or will be until we get around to restructuring our basic democratic mechanisms.
Today two top officials of the Democratic Alliance for the Betterment of Hong Kong, a pro-Beijing group better known as the D.A.B., called for postponement of consideration of the bill until after next year's Legislative Council elections, which are to be held in late August or early September.
That work has yet to be fulfilled, and none of us can rest until we achieve those goals because they are for the betterment of our entire nation.

Will it be any betterment?
Betterment cannot always be measured statistically.
