The world has acquiesced shamefully in the Darfur genocide, perhaps because 320,000 deaths this year (a best-case projection from the U.S. Agency for International Development) seems like one more boring statistic.
But a study by the General Accounting Office released in January revealed that the increase in the numbers of people filing electronically fell below the goal the IRS had set for itself and altered the "best case" cost-savings projection to $170 million.
That means the best-case economic projection is for a new year of anemic expansion and high joblessness — muddling along with growth of about 2 percent, which is too weak to push unemployment much below its current 8.6 percent.
This is another respect in which our results should be considered a best-case scenario projection of detection outcomes, assuming that the financial and opportunity costs of imposing additional clinical assessment on a large number of uninfected individuals can be neglected.
But it is the logical best case.
The best case was to maintain.
