The weaker this link, the greater the incentive for 'gaming' the process, which, added to the incomplete information available on benefits and costs, leads to significant limitations to the potential benefits of priority setting processes.
However, increasing the salaries and benefits of priority groups is a complex endeavour that must be determined carefully by government, since incentives aimed at one group of professionals may affect the entire system (See Figure 5).
