For legal purposes, the "continental shelf" is considered to be the actual continental shelf (to a depth of 200 m) contiguous to the baseline or 200 nmi, whichever is greater; the marine life and minerals "attached to" (or below) the seabed within this area also fall under national supervision.
Assuming this is correct, then given that the surface of Lark Shoal is presently 9 m below mean sea level, this suggests that, if the island it was once stood above mean high-water level (as it must have been as it was inhabited), then it has subsided at least a net 12 m or so since this time.
The reclamation plan, in contrast to previous developments on reclaimed seabed, makes intensive use of underground space, or in this case space below mean sea level.
The main spring outflow from this network discharges below mean sea level making it difficult to determine the hydraulic nature of the network using traditional rainfall spring flow cross analysis, as has been done in many other studies on karst systems.
The lower values could reflect the fact that some of this area sits below sea level, so that flooding has been a problem.
A significant chunk of the West Antarctic Ice Sheet has begun to disintegrate and, owing to the ice sheet's peculiar topography (much of it lies below sea level), this process, having begun, has now also become unstoppable.
