It says prosecutors must prove only a crime was committed "because of a belief or perception regarding the race, color, national origin, ancestry, gender, religion, religious practice, age, disability or sexual orientation of a person".
The case generated national headlines over the weekend after the L.A. County district attorney's office announced that Issa had been charged with murder in his son's March 29 killing and that it was committed "because of the victim's sexual orientation".
If Mr. Dedmon is convicted of capital murder and the prosecutors can prove that the crime was committed because of the victim's race, the sentence may be doubled.
Most of the studies pointed to a 2005 decision by the United States Supreme Court in Roper v. Simmons that outlawed the death penalty for defendants who were younger than 18 when their crimes were committed, because of the "general differences" distinguishing them from adults — a lack of maturity, greater susceptibility to peer pressure and undeveloped character.
"The murder was committed because of the victim's sexual orientation and because of the defendant's perception of that status and the victims' association with a person and a group of that status," prosecutors said in a statement, according to the AP.
However, Mr Lambert told the House of Commons Home Affairs Committee: "If their clear statement is that the crime was committed because of the Asian community, then I strongly disagree with them, because it's too easy to badge a crime.
I am also deeply troubled that there are accusations that this horrible crime was committed because of Adam Lanza's diagnosis of Asperger's.

Senior detectives in the Falder case said that while most crimes are committed because of sex, passion, money, revenge or hate, Falder's main drive was to cause suffering and humiliation in others.
The police, for their part, say no crime has been committed, because if you send a load of porn to kids by accident then there's really no need to arrest anybody.
