The Philippines' basic education sector has been long criticized for its inability to adequately prepare and train much of the population, forcing a draconian reform under the Aquino administration, but the country's leading educational institutions are also paying the prize of underinvestment and lack of prioritization by both the state as well as private institutions.

However, the limitation of UNGEI‟s interventionist work to the basic education sub-sector - to the detriment of the other sister sub-sectors - disturbs inter sub-sectoral articulation.
Last year, more than 750,000 children benefitted from improved education in more than 6,000 primary schools thanks to support of UNICEF and the Multi-Donor Education Fund (MDEF), the largest partnership contributing to the basic education sub-sector, which includes Australian Aid (Department of Foreign Affairs and Trade), European Union, UKaid, Norway and Denmark.
4.18 The programme outcomes provide a platform for policy dialogue and strong foundation for a second phase of support to ECE and Basic Education It is critically important that the results of this programme, strengths and limitations be discussed with senior MoE officials as well as key policy issues concerned with equity, quality and efficiency in the basic education sub-sector.
There is also a need to support and recognize that many digital volunteers need basic education about the humanitarian sector, specifically how it functions and the role of data and information management.
We conclude that future success in attracting external financing for basic education will depend on the sector's ability to raise its political profile, make an evidence-based case for support, tap into new donors and improve its aid effectiveness.
According to the report, the Netherlands, one of the world's largest funders of basic education in developing countries, cut its support to the sector by more than 30% between 2010 and 2011 because it decided "to phase out education programmes that do not contribute directly to its foreign policy priorities".
It concludes that while all three sectors have made significant contributions to basic education, these efforts must supplement rather than supplant public education.
These investments, in conjunction with initiatives such as the basic education assistance module, which helps vulnerable children attend school, have helped revitalize the education sector and boosted the performance of learners.
