"baseline usage" is correct and usable in written English.
It is usually used to refer to the amount of something that is used or consumed as a standard or reference. For example, "We can compare the current usage to the baseline usage to observe any significant changes."
This is especially important in Japan as the general population already has a high baseline usage of CAM [ 12].
The reductions for PIT and PSIT were 30.12 and 25.82% in the 1st year, 51.79 and 38.13% in the 2nd year, and 61.71 and 49.52% in the 3rd year from the baseline usage, respectively.
