Standing order programs (SOPs) are effective evidence-based interventions in which nurses or pharmacists are authorized to vaccinate according to an approved protocol without a physician order or examination.
In these contexts, community-based interventions in which lay facilitators, community health workers, mothers, and women's groups discuss ways to keep newborns warm and more consistently has led to improvements in practices [ 36, 61].
