Monetary expansion is irrelevant because the private sector does not expect it to be sustained, because they believe that given a chance the central bank will revert to type and stabilize prices.
In a liquidity trap monetary policy does not work because the markets expect the bank to revert as soon as possible to the normal practice of stabilizing prices; to make it effective, the central bank must credibly promise to be irresponsible, to maintain its expansion after the recession is past.
While the worst of the credit crunch may be behind the banks, the lingering effects of the July and August crisis will ripple through third- and fourth-quarter earnings and weigh on results into early next year, many analysts say, as the banking system reverts back to normal from a period of hyper-charged growth.
Not surprisingly, banks quickly reverted to some unfortunate old habits – the most visible being the re-emergence of large compensation packages.
The numbers were revealed just 24 hours after president Barack Obama attacked banks for reverting to "risky bets" for quick rewards and set out plans for a levy on financial institutions to recoup US taxpayers' money spent on bailouts.
"Some banks, for example NatWest, will revert student bank account customers over to graduate accounts automatically," Mr Mountford says.
