Dr. Badawi said it had not been proved that Muslims flew the planes.
The politician, who vowed to pursue a feminist foreign policy when taking office in 2014, elicited fury in Saudi Arabia last year when she hit out at the flogging of the detained blogger Raif Badawi, saying it was tantamount to medieval punishment.
Like representatives of several other European countries, she also criticized the public flogging of the blogger Raif Badawi and later called it "medieval".
This year, it is Raif Badawi -- jailed, publicly lashed, and fined for standing up to the Saudi monarchy -- who is nominated for the Nobel Peace Prize, alongside his also-imprisoned lawyer and brother-in-law Waleed Abulkhair.
It has drawn condemnation by targeting well-known Saudi reformers like Raif Badawi and attorney Waleed Abu al-Khair, and it executed more people last year than it has in any year since 1995.

"The pressure of the European Parliament has contributed to getting people out of prison, and I hope it will with Raif Badawi too," Lunacek said.
Circumstantial evidence, said Dr. Badawi in Britain, is not sufficient because "it can lead to miscarriage of justice".
