The phrase "axis of reference" is correct and can be used in written English.
It refers to a fixed point or line that is used as a basis for measurement or comparison in a sentence. It can also be referred to as a frame of reference. Example: In political discussions, the Constitution serves as the axis of reference for determining the legality of policies and actions.
The other axis of the reference target is always considered to be perpendicular to the determined axis.
