Mr. Bale, who has had a prickly relationship with the press and promotion, evolved into a charmer as he racked up industry awards (aided occasionally by the real-life Mr. Eklund, demonstrating that Mr. Bale did not overact).
To make matters worse, colleges and states have begun to award aid based on test scores and grades as opposed to need.
Whether a college is need-blind or need-aware depends upon the size of their aid budget and the colleges' specific policies about how they wish to award aid.
Kelye Modarelli, director of financial aid at Milton Academy, a 205-year-old boarding school in Milton, Mass., said she uses "the formula plus instinct" in deciding how to award aid.
Later years saw the ECSC guide the painful restructuring of the coal and steel industries, with a reminder only this week when British collieries, hit by more painful closures - were awarded aid from Brussels.
Most of these schools award aid based only on need and not merit.
In so doing, schools could then focus primarily on ensuring access to college for students (by awarding aid only to those with financial need), lowering tuition for everyone, and directing some liberated aid monies back to educational programs.
Take this example from one university: Merit aid at this institution was based in part on class rank, so some students who were awarded aid based on their class rank at the time of applying lost anywhere from $1,000 to $3,000 per year because their class rank on their final transcript dropped significantly.
