The phrase "average to baseline" is not standard in written English and may cause confusion.
It could be used in contexts where you are comparing average values to a baseline measurement, but clarity is important.
Example: "The results showed a significant deviation when comparing the average to baseline measurements."
Alternatives: "mean compared to baseline" or "average against baseline".
