The phrase "average satisfactory" is not correct in standard written English.
It may be intended to describe something that meets a basic level of satisfaction but is not commonly used in this form.
Example: "The service at the restaurant was average satisfactory, but I expected more."
Alternatives: "moderately acceptable" or "fairly adequate.".
