The phrase "average risk index" is correct and usable in written English.
It can be used in contexts related to statistics, finance, health, or any field where risk assessment is relevant.
Example: "The average risk index for the investment portfolio indicates a moderate level of risk compared to the market."
Alternatives: "mean risk score" or "typical risk measure".
Due to the coarser scale of the future risk maps, localised areas of serious epidemic could be more easily obscured; for a serious epidemic risk to show on the map a high increase in the average risk index is required throughout a 25 km square over a 30 year period.
