The phrase "availed itself" is correct and usable in written English.
It is typically used to indicate that something has taken advantage of an opportunity or resource.
Example: "The organization availed itself of the funding opportunities provided by the government to expand its programs."
Alternatives: "took advantage" or "utilized".
The United States has not availed itself of this new instrument up to now, however, as the treaty is still awaiting approval by the United States Senate.
