"authorize charges" is a correct and usable phrase in written English.
It can be used whenever you would like to give someone permission to charge something on your behalf. Example: I authorize the repair shop to charge my credit card for the services they provide.
Basically, a malicious piece of software secretly sends messages from your device to a service that authorizes charges to your phone bill.
