The job control scale consisted of two subscales: skill discretion (measured by 6 questions) and decision authority (measured by 3 questions).
Skill discretion, measured by six items such as "keep learning new things', "can develop skills", "job requires skills", "task variety", "repetitious", and "job requires creativity", and decision authority, measured by three items such as "have freedom to make decisions", "choose how to perform work", and "have a lot of say on the job".
Decision authority measures the freedom to make independent decisions and possibilities to choose how to perform work (e.g., "I have a lot of say about what happens in my job").
However, in building their showcases the authorities measure progress by how closely they approach Western styles.
"This has been a year of decisive battle between left and right," said Mr Zhang, denouncing the authorities' measures to curb Maoist websites as "fascist".
(Even then, different authorities measure distance differently: some by how the crow flies; others by public roads but avoiding parks; others by distance within a priority admissions area; and so on).
"We do not have robust comparable data on the literacy and numeracy levels of pupils because schools and authorities measure them in different ways," she said.
While there's a case to be made for the authorities' measures being a triumph of pre-emptive dissuasion, there was barely anyone there to actually police.
In 90 classrooms, across eleven secondary schools and six local education authorities variables measured included flicker, illuminance at desks, and luminance of whiteboards.
"All the evidence is rigorously audited and each claim made by a local authority represents measured improvements," says a TFP spokesman.
